James Mcgann

Assistant director of the International Relations Program and director of the Think Tanks and Civil Societies Program (TTCSP), University of Pennsylvania. He is also a senior fellow at the Foreign Policy Research Institute, a think tank based in Philadelphia. Prior to coming to the University of Pennsylvania he was an assistant professor of Political Science at Villanova University where he taught international relations, international organizations and international law. He has served as a consultant and advisor to, among others, the William and Melinda Gates Foundation, Carnegie Corporation of New York, William and Flora Hewlett Foundation, the World Bank, the UN, the US Agency for International Development. His latest publication is “The Fifth Estate: The Formulation of US Domestic and Foreign Policy” (2014) and How Think Tanks Shape Social Development Policy (2014).
