Senior Research Fellow at the Fondation pour la Recherche Stratégique (FRS). He is a member of the International Institute for Strategic Studies (IISS), an associate editor of Survival and a member of the editorial board of the Washington Quarterly. In 1993, he joined the Policy Division of the French Ministry of Defense. He was a Visiting Fellow at the RAND Corporation (1995-1996) and Director of the Civilian Affairs Committee, NATO Assembly (1990-1992). He graduated from the Institut d’études politiques de Paris, the University of Paris (1985), and he holds a PhD from the Institut d’études politiques de Paris.
