President of the Foreign Relations Commission of the National Council of Monaco. He is a member of several commissions: Finance and National Economy, Education and Youth, Housing. Since 1997, he is an independent telecommunication consultant. Among others, he held the position of Managing Director of Monaco Téléport and Chief Financial Officer of the Office des Téléphones de Monaco. He graduated from the Ecole Nationale Supérieure des Télécommunications de Bretagne.
