Researcher at Ifri and co-editor of its annual report, RAMSES. He is a graduate of IEP-Paris and of the École nationale d’administration (ENA). As a diplomat, he has held various administrative posts relating to the European Construction. He has taught at Sciences-Po Paris and in several universities. He is the author of many books and articles on international relations, geopolitics, global governance and the construction of Europe.
