Directeur exécutif du Lowy Institute. Il a également travaillé comme chercheur invité à la Brookings Institution à Washington, DC, conseiller du Premier ministre australien Paul Keating et avocat. Il est toujours chercheur non-résident de Brookings. Il a publié de nombreux articles sur la politique étrangère et les enjeux mondiaux dans The New York Times, Financial Times, The Washington Post, The Daily Beast, The Washington Quarterly, The National Interest et Foreign Affairs. Il est diplômé des universités de Sydney et de New South Wales. Il a un doctorat de l’université d’Oxford, où il a bénéficié d’une bourse Rhodes.
